Planning Board Minutes, June 10, 2013

A meeting of the Town of Hanson Planning Board was conducted on June 10, 2013 at the Hanson Town Hall, 542 Liberty Street, Hanson, MA.  Members present were Chairman Donald Ellis, Vice-Chairman Trisha Glenn, Joseph Gamache and Joseph Weeks.  
By motion made and seconded, the meeting was called to order at 7:00 PM.
Chairman Ellis, Trisha Glenn and Joseph Gamache welcomed new member Joseph Weeks to the Board.  
Joseph Gamache made a motion to accept the minutes of May 13, 2013 as typed.  Joseph Weeks seconded the motion.  The motion passed unanimously.  
The Board discussed appointments to the Zoning Bylaw Committee.  After some discussion, Joseph Gamache made a motion to appoint John A. Norris, Richard Flynn, Sean Joanis, Robert Overholtzar, James Egan and Donald Ellis to the Committee.  Joseph Weeks seconded the motion.  Trisha Glenn voted nay.  The motion passed by majority vote.  
The Chair discussed the need for re-organization of the Board.  After some discussion, Trisha Glenn made a motion to wait for member Stephen Regan to return before the Board entertained nominations for re-organization.  Joseph Gamache seconded the motion.  The motion passed unanimously.  
The Board commended Ms. Muncy on her performance regarding the Great Cedar Condominium project.  Ms. Muncy worked with the developer of the project to facilitate replacement of the roadway on behalf of the town.
Trisha Glenn made a motion to advertise to seek applicants for appointment as the Planning Board Alternate, a position created by vote at the June 2013 Annual Town Meeting to act on Special Permit applications submitted to the Planning Board.  Joseph Gamache seconded the motion.  The motion passed unanimously.  
The Board reviewed the following applications pending before the Zoning Board of Appeals:
Application of Mike Casey of BayState Sealcoating for Site Plan Approval to allow for the storage of equipment and related signage at 1615 Main Street, Map 45, Lot 1.  Property is located in the Commercial Industrial and Flexible Overlay Zones.  Joseph Gamache stated that sealcoating utilizes materials that can potentially harm the area.  Ms. Muncy will forward the concerns of the Board to the Zoning Board of Appeals for consideration.  

Application of Mark Sibley for a Variance to raze an existing house on new Lot 13 and construct two (2) single family homes on new Lots 13 and 13A that do not meet the frontage requirements and to reconfigure an existing lot to facilitate a subdivision at 248 Spring Street, Map 108, Lot 13.  The Board had no concerns with this site.
